| NBB cuts target for cashless payments in retail turnover to 8% from 30% |

The Council of Ministers and the National Bank of Belarus (NBB) have reduced the target for the share of cashless payments in the retail turnover to 8% from 30% [the target is part of the socioeconomic development forecast for 2006-2010], the head of the central department of the payment system with the central bank, Ivan Pischik, told.
The share of cashless payments for services with the use of plastic cards is projected to increase to 10% by 2011.
As of July 1, 2010, the share of cashless payments in the retail turnover was at 7.3%, and the share of cashless payments for services stood at 9.6%.
“When we were developing the program, it was hard to embrace the real scope of the target, and it appeared to be set too high,” Pischik said.
Commenting on obstacles to the expansion of the share of cashless payments, Pischik named shortages of payment terminals in points of sale and service. There is a 300 cards per acceptance terminal ratio in Belarus now, which is short of the global average of 160 cards per terminal.
As of July 1, 2010, there were 8.4 million cards in circulation in Belarus, including 2.5 million national BelKart system cards, 105 private internal system cards and 408 cards of international private payment systems.
Around 14,600 points of sale and service in Belarus are equipped with 23,600 acceptance terminals. Also, Belarus has 2,800 ATMs and 3,200 self-service terminals.
