| Economy Ministry working on bill on public-private partnership |

The Belarusian Economy Ministry in association with concerned agencies is working on a bill on public-private partnership (PPP), Deputy Economy Minister Andrei Tur said during a conference on entrepreneurship and PPP on Friday.
He said the Belarusian legislation contained legal norms that stipulated the key types of public-private partnership. “They include constitutional agreements and investment contracts, joint venture, free economic zones, supplies for state requirements, etc. However, there is no institutional framework for the development of public-private partnership,” he said.
The bill will include objectives of PPP, areas of application and types, procedures and mechanisms, competence of state authorities, potential benefits, guarantees, risks, liability of the parties, etc.
As was reported previously, Belarus plans to elaborate a bill on public-private would be using foreign experience when working on the bill, especially Russian practices.
Public-private partnership describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies [mainly in infrastructure, transport, construction of roads, etc.].
PPP is best developed in Russia and Kazakhstan of all CIS member-states.
In Belarus, the bill on public-private partnership and implementation of PPP principles has been included in the action plan of the Council of Ministers and National Bank of Belarus to achieve key monetary targets for 2010.
